Buying crypto in Pakistan: from ban to licensing, and what to do in between

Two years ago Pakistani banks were barred from serving crypto firms. Now there is a Virtual Assets Act and a dedicated regulator, but no full licences yet. Until they arrive, most people still buy USDT through P2P with Easypaisa.

Pakistan is the fastest-moving chapter in Asia's crypto story. In 2018 the central bank stopped banks from serving crypto businesses. In 2025 the government set up a crypto council and announced a bitcoin reserve. In March 2026 the Virtual Assets Act took effect. Chainalysis ranked Pakistan third in its 2025 Global Crypto Adoption Index, and the Federal Tax Ombudsman estimates around 9 million users.

Law and daily practice haven't caught up with each other yet, though. As of October 2026 no platform holds a full PVARA licence, and banks still can't fund an individual's crypto purchase directly. 02Is crypto legal in Pakistan? PVARA and the Virtual Assets Act 2026

Yes, and it now has its own regulator. The timeline: the Pakistan Crypto Council launched on 14 March 2025 under Finance Minister Muhammad Aurangzeb. The Virtual Assets Ordinance of 8 July 2025 created the Pakistan Virtual Assets Regulatory Authority (PVARA). The Virtual Assets Act 2026 was signed and gazetted on 4–5 March 2026 and has been in force since 5 March.

Under the Act, virtual asset service providers need a PVARA licence. There are ten categories, from exchange and custody to derivatives and asset management, and three routes: a regulatory sandbox, a no-objection certificate (NOC) and a full licence. Licensing regulations were notified and the portal opened on 22 August 2026. Under the Section 70 transitional rule, firms already operating had to apply by 5 September 2026 or stop serving Pakistanis.

PVARA chair Bilal Bin Saqib says about 70 global exchanges have applied or signalled intent. The first full licences are expected in Q4 2026 (not officially confirmed), with Travel Rule enforcement to follow in 2027. One detail that's easy to miss: the December 2025 NOCs are preparatory permissions, not operating licences.

03The State Bank lifts its ban: what banks can and can't do

On 14 April 2026 the State Bank of Pakistan issued BPRD Circular Letter No. 10 of 2026, replacing the April 2018 circular that barred banks from dealing with virtual currencies. Banks, microfinance banks and payment operators can now open accounts for PVARA-licensed (and applicant) VASPs, including segregated PKR client-money accounts.

Three limits remain. Banks still can't trade or hold crypto with their own or customers' money. Platforms with only an NOC get limited-purpose accounts. And the change covers licensed firms, not individuals trading P2P. In practice, direct bank-to-exchange transfers will only become normal once full licences are issued. A PVARA advisory of 26 April 2026 (PVARA/ADV/001/2026) adds that banks and fintechs need PVARA approval before announcing pilots such as stablecoin remittances.

04How people in Pakistan buy USDT today

Until licences land, there is almost no way to send rupees straight to an exchange, so retail buyers use Binance P2P. When we checked the USDT/PKR market on 1 October 2026 there were 578 ads on the buy side and 1,250 on the other. Among the top 20 ads, Easypaisa appeared 18 times, bank transfer 7–11 times, SadaPay and NayaPay 9 each and Raast 5, with Meezan, UBL and Upaisa further down.

JazzCash was notably absent from the top 20. The best price was about PKR 281–283 per USDT against a mid-market rate near PKR 277, a premium of roughly 2%, well below India (about 7%) and Bangladesh (about 3.4%).

Telegram and WhatsApp OTC groups are everywhere, but they're far riskier: no escrow, sellers who never release, fake payment screenshots and money from fraud. Under the 2018 ban banks treated crypto-linked inflows as suspicious, and since the new rules cover licensed firms only, personal P2P trades can still trip a bank's fraud checks. With no fully licensed platform yet, our ranking weighs PVARA status (NOC, reported application or unknown), rupee access, fees and security record. "Downloadable" doesn't mean "authorised." After the 5 September deadline, platforms that didn't apply are in a legal grey zone.

As of October 2026 we found no PVARA-licensed domestic exchange.

To be plain about CEX.IO: it accepts Pakistani users and suits people who want a small card purchase with Visa, Mastercard or Apple Pay. New accounts are limited to $1,000 a day and $3,000 a month for the first three months. But it holds no PVARA licence, serves Pakistan through an offshore entity, and disputes wouldn't fall under Pakistani investor protection. Some reviews report that Pakistan-issued cards may be declined, so test with a small amount first. Once licences are issued, anyone banking in rupees should prefer a PVARA-licensed platform.

06Crypto tax in Pakistan: conflicting reports, so keep records

Before fiscal year 2026-27 (from 1 July 2026), crypto gains were in principle taxable under general income and capital-gains rules, with no specific regime and little enforcement. The new budget, prepared in consultation with the IMF, set out to extend Section 37 of the Income Tax Ordinance 2001 (capital gains) to crypto.

Post-budget summaries don't agree. One describes a flat 15% on gains above PKR 500,000 for holdings over six months. Another lists 15% short-term (up to a year) and 5% long-term, 1% exchange withholding on crypto-to-PKR withdrawals over PKR 100,000, a four-year loss carry-forward and CNIC/NTN collection by exchanges. We could not confirm the enacted text, so rely on FBR notices or a tax adviser. Mining, staking and airdrops are reportedly taxed as ordinary income, and filing goes through FBR IRIS.

07The Strategic Bitcoin Reserve and the bigger picture

On 28 May 2025, at Bitcoin 2025 in Las Vegas, Bilal Bin Saqib announced a government-led "national bitcoin wallet" that would "never sell". The government also earmarked 2,000 MW of surplus power for bitcoin mining and AI data centres in a first phase, which drew concern from the IMF. We found no public data on what, if anything, the reserve holds.

Pakistan receives about $38 billion a year in remittances, and stablecoins are increasingly used as an alternative to hawala and hundi. The rupee's slide from 178 to about 320 per dollar in 2022–23, alongside inflation near 29%, pushed many people into USDT. Still, swapping formal remittance channels for USDT isn't something PVARA has authorised. Until licensed firms offer compliant stablecoin remittances, banks and licensed money-transfer operators remain the safe route. Compare with neighbouring India and the UAE.

08How to buy crypto safely in Pakistan

  1. Check the platform's status

    Look up NOC or licence status on the PVARA website and watch for the first full-licence list.

  2. Verify with your CNIC

    Register only with your own ID. Never borrow or lend an account.

  3. Use a payment account in your name

    Easypaisa, bank, SadaPay, NayaPay or Raast, with the same name as your exchange profile.

  4. Place the P2P order in the app

    Choose verified merchants with high completion rates, mark the order paid in the app and keep all chat there.

  5. Start small and confirm funds

    Test with a small first order. When selling, release coins only after money has actually arrived, never on a screenshot.

  6. Withdraw and keep records

    Double-check the network (USDT usually on TRC-20) and save orders and receipts for tax.

09Wallets and scam protection

Popular self-custody wallets in Pakistan include Trust Wallet, Binance Wallet, MetaMask and OKX Wallet. P2P USDT usually moves on TRON (TRC-20), which is cheap, but sending on the wrong network or to a wrong address can mean a permanent loss. Compare options in our crypto wallet guide.

Common scams include Telegram "signal" groups and MLM-style investment apps, USDT "savings" products promising fixed returns, and people impersonating PVARA or bank support. PVARA has warned that unauthorised announcements of crypto partnerships or stablecoin projects are themselves a breach, so if you see a "PVARA-approved" claim, check it on the official site. Is crypto legal in Pakistan in 2026?

Yes. The Virtual Assets Act 2026 came into force on 5 March 2026 and is enforced by the Pakistan Virtual Assets Regulatory Authority (PVARA). Owning and trading crypto is not prohibited, though it is not legal tender. Service providers need a PVARA licence; as of October 2026 none has been granted a full licence, and Binance and HTX hold only no-objection certificates (NOCs).

Is Binance legal in Pakistan?

Binance received a PVARA no-objection certificate on 12 December 2025. An NOC is a preparatory step toward a full licence, not an operating licence. Binance is the most used platform in Pakistan; rupees come in through its P2P market via Easypaisa, bank transfer, SadaPay, NayaPay or Raast. The first full licences are expected from Q4 2026 at the earliest.

How do I buy USDT in Pakistan?

Most people use Binance P2P: pick a verified seller with a strong completion record, pay from your own Easypaisa, bank, SadaPay, NayaPay or Raast account, and the platform releases escrowed USDT once the seller confirms payment. On 1 October 2026 the best price was about 2% above the interbank rate. Trade only inside the app, never on Telegram or WhatsApp.

How is crypto taxed in Pakistan?

The 2026-27 budget brought crypto gains under the capital gains framework of Section 37 of the Income Tax Ordinance 2001, but published summaries disagree on the details. Can I use CEX.IO in Pakistan?

You can open an account: Pakistan is not on CEX.IO's unsupported-country list. But CEX.IO holds no PVARA licence; Pakistani customers are served by its offshore entity, CEX OVRS LLC (Nevis), without local investor protection. It has no PKR deposits, and whether a Pakistani-issued card is accepted varies. Whether CEX.IO has applied to PVARA is not public.
