Buying crypto in Indonesia: stick to the OJK whitelist and know your real costs

Indonesia has 22.93 million registered crypto investors, and in 2025 supervision moved from the commodity regulator Bappebti to OJK. Here's which apps are licensed, how to fund them by virtual account or QRIS, and why local platforms win on tax.

Indonesia is one of Southeast Asia's biggest crypto markets. OJK counted 22.93 million registered crypto investors in July 2026, and trading reached Rp 171.12 trillion between January and July. Chainalysis placed Indonesia seventh in its 2025 Global Crypto Adoption Index and fourth for DeFi.

For ordinary users the rules are refreshingly clear: trade on an app from the OJK whitelist, fund it by virtual account or QRIS, and expect 0.21% tax withheld when you sell. 02Is crypto legal in Indonesia? OJK and the 2026 law

Yes, on licensed platforms. On 10 January 2025, under Law 4/2023 (the P2SK financial-sector law) and Government Regulation PP 49/2024, supervision of crypto moved from Bappebti, the commodity-futures regulator at the Trade Ministry, to Otoritas Jasa Keuangan (OJK). Crypto stopped being a "commodity" and became a "digital financial asset" (AKD), with trading rules in POJK 27/2024 (reportedly amended by POJK 23/2025).

Law 4/2026, in force since 17 June 2026, goes further. It amends P2SK to create the categories of digital-financial-asset and crypto-asset financial institutions, turning platforms into formal financial-services firms, and lets OJK petition for the bankruptcy of traders, bourses and custodians.

Two points worth remembering. First, crypto can't be used to pay for things: Law 7/2011 on Currency and Bank Indonesia regulations make the rupiah mandatory for payments, and BI has said stablecoins can't be legal payment instruments. Second, the Indonesian Ulema Council (MUI) ruled in November 2021 that crypto as a currency is haram, while trading it as a commodity is allowed only under certain conditions, which is why "is crypto halal" is such a common local search.

03228 illegal platforms halted, including Binance, OKX and Coinbase

By May 2026, OJK and the illegal-financial-activity task force Satgas PASTI had halted 228 illegal crypto platforms, among them Binance, KuCoin, OKX, MEXC and Coinbase, none of which had electronic-system (PSE) registration or an OJK licence. The communications ministry, Komdigi, blocks their websites and social accounts. Bitget isn't on the OJK whitelist either, and nor are Bybit, Kraken or Crypto.com, which in OJK's view means they can't serve Indonesians.

On CEX.IO, to be clear: Indonesia isn't on its unsupported list, so it technically accepts Indonesian users for Visa, Mastercard and Apple Pay purchases. But it holds no OJK licence; Indonesian customers are served by its offshore entity without local investor protection, and there are no rupiah deposits. For everyday rupiah purchases, choose a local app from the OJK whitelist first.

04Crypto tax in Indonesia: 0.21%, and why local platforms win

The current rules come from Finance Ministry regulation PMK 50/2025, signed on 25 July 2025 and in force since 1 August 2025:

  • Income tax (PPh): a 0.21% final tax on the transaction value when you sell through a domestic licensed trader, withheld by the platform. Trade through a foreign or unlicensed platform and the rate is 1%, which you must report yourself.
  • VAT (PPN): crypto is now treated as a financial asset akin to securities, so buying crypto is VAT-free from 1 August 2025. Platform service fees still carry VAT.
  • Bourse levy: since 14 November 2024 CFX charges 0.0222% on IDR pairs and 0.222% on crypto pairs; fee tables often say "excluding tax and CFX fee".
  • Mining: the effective VAT on mining services rose to 2.2%, and mining income is taxed at normal rates from 2026.

Every platform below appears on the OJK whitelist published on 19 December 2025. Scores weigh market share and liquidity, real costs including spreads, funding options, security record and app experience. Fees come from official pages or press reports; the app's own fee screen is what counts.

07Virtual accounts, QRIS and e-wallets: the cheapest way to fund

Licensed apps take rupiah in three main ways. Bank virtual accounts (BCA, Mandiri, BRI, BNI, Permata, CIMB and others) are free or cost a few thousand rupiah. QRIS is convenient but usually charged as a percentage (about 0.7% on Indodax). E-wallets such as GoPay, OVO, DANA and ShopeePay are instant but dearest (about 2% on Tokocrypto).

Minimum buys are tiny, typically Rp 10,000–20,000, which suits small regular purchases (see buying small amounts).

Virtual accounts are cheapest; e-wallets are quickest.

Local platforms generally don't take credit cards; card purchases happen on offshore apps, which means the 1% tax rate and no OJK protection. For rupiah stablecoins there are IDRT, XIDR and IDRX; Tokocrypto's old BIDR is legacy, and Bank Indonesia is planning a "national stablecoin" built on the digital rupiah. 08The Indodax hack: licensed doesn't mean risk-free

Law 4/2026 gives OJK new tools, including bankruptcy petitions against failing traders.

On 11 September 2024, attackers drained about $22M (BTC, ETH, MATIC, TRX and more) from Indodax hot wallets in roughly 150 transactions. Security firm Cyvers said the tactics resembled North Korea's Lazarus Group. The exchange paused for "maintenance" and later resumed. The takeaway: a licence improves your odds, but it isn't a vault.

Keep only trading money on an exchange and move long-term holdings to self-custody. Trust Wallet, MetaMask, Bitget Wallet and OKX Wallet are common in Indonesia, and a hardware wallet makes sense for larger sums. Telegram and Instagram "investment groups" and platforms promising fixed returns are the most common scams; OJK repeatedly tells the public to use whitelisted apps only. More in exchange safety.

09How to buy Bitcoin in Indonesia, step by step

  1. Check the OJK whitelist

    Confirm the app is a licensed trader (PAKD) on ojk.go.id and download it only from the official app store.

  2. Verify with your KTP

    Have your national ID card (KTP) ready and follow the app's face check.

  3. Pick a funding method

    Use a bank virtual account by default; switch to QRIS or an e-wallet only when you need instant funds, and mind the fee.

  4. Compare modes, then buy

    Check the simple-mode quote against Pro or the order book and start small; around Rp 10,000 is enough.

  5. Withdraw to your own wallet

    Move long-term holdings to self-custody, sending a small test first and checking the network.

  6. Keep your records

    The 0.21% tax is withheld for you; download and keep statements for your annual return.

Is it legal to buy crypto in Indonesia?

Yes, as long as you trade on a platform licensed or registered with OJK (Otoritas Jasa Keuangan), which has supervised crypto as a "digital financial asset" since 10 January 2025. Crypto cannot be used for payments, because Indonesian law requires the rupiah for transactions in the country. By May 2026 OJK and Satgas PASTI had halted 228 illegal crypto platforms.

Which crypto apps are licensed by OJK?

OJK published its first whitelist on 19 December 2025: 25 licensed traders (PAKD) and 4 registered applicants (CPAKD). Licensed apps include Indodax, Tokocrypto, Pintu, Reku, Pluang, Ajaib, Nanovest, Triv, Upbit Indonesia and Stockbit Crypto. The count of PAKD reached 26 by May 2026. How much tax do I pay on crypto in Indonesia?

Under PMK 50/2025, in force since 1 August 2025, sales on a domestic licensed platform carry a 0.21% final income tax on the transaction value, withheld by the platform. Trading on foreign or unlicensed platforms means 1%, self-reported. Buying crypto has been VAT-free since August 2025, though VAT still applies to platform fees.

Can I use Binance in Indonesia?

Binance.com has no OJK licence and is named among the 228 illegal platforms halted by OJK and Satgas PASTI, alongside OKX, KuCoin, MEXC and Coinbase. Binance's legal route into Indonesia is Tokocrypto, a licensed local trader it acquired in 2022.

Can I buy crypto with GoPay, OVO, DANA or QRIS?

Yes, most licensed apps accept e-wallets and QRIS, usually for a fee: about 0.7% for QRIS on Indodax and about 2% for e-wallets on Tokocrypto. Bank virtual accounts (BCA, Mandiri, BRI and others) are generally cheaper and sometimes free.
