Binance review: the biggest exchange, and where in Asia it is actually legal

For many Asian crypto users, Binance simply is "the exchange". Yet the two questions behind every search for a Binance review are local ones: can I use it legally where I live, and what will buying and withdrawing actually cost me? This review answers them in that order.

The strengths are obvious: the widest coin list, the deepest order books, a P2P market that handles Vietnamese dong, Philippine pesos, Indonesian rupiah, Indian and Pakistani rupees and more, and a base spot fee of just 0.10%. In our exchange rankings it scores second only to our pick for card purchases.

The weaknesses are just as clear. Binance.com holds no local licence in most of Asia. Some governments have blocked it (the Philippines), it has walked away from others (Singapore), and elsewhere regulators make it route residents to a local subsidiary (Japan, Thailand). So there is no single answer to "is Binance legal?" — only a country-by-country one.

02Binance licences in Asia: the country map

Here is what we found on each regulator's own lists. Where a local entity is licensed, that local version (Binance Japan, Binance TH and so on) is the one residents should use, not the global site.

One brand can be a licensee, a blocked platform and a fined entity, depending on the country.

How to read the table: in Japan, Thailand, Kazakhstan or the UAE, use Binance's local version. In Indonesia, the Binance-family route is Tokocrypto. In Korea, won deposits only go through local registered exchanges such as Gopax. In the Philippines, Singapore and Malaysia, the global site should not be serving you at all — use a locally licensed platform. We do not offer ways around these restrictions.

03The 2023 US settlement in brief

In November 2023 Binance pleaded guilty in the United States and agreed to pay about $4.3 billion; founder Changpeng Zhao (CZ) stepped down as CEO and was pardoned in October 2025. Two takeaways. First, Binance's past compliance had serious gaps. Second, the licensing push since then is real: VARA in Dubai, ADGM in Abu Dhabi, AFSA in Kazakhstan and FIU-IND registration in India all came in the last few years. Our score weighs both sides.

04Binance fees

Binance sits in the cheapest tier for spot trading: 0.10% maker and taker at the base level, cut by 25% to 0.075% if you pay fees in BNB. P2P charges takers nothing; the cost is the merchant's premium over the market price. Card purchases through Binance's own processing come to roughly 2%, while third-party providers usually charge more — the confirmation screen is the final word. Local entities can differ: Binance TH charges 0.25% on baht pairs.

The P2P premium is the number people miss. "Zero-fee P2P" sounds cheap, but on 1 October 2026 the best USDT/INR offer in India was about Rs 102.8 against a mid-market rate near Rs 96, a premium of roughly 7% that prices in tax, frozen-account risk and demand. In Pakistan it was closer to 2%. Always compare how much USDT you end up with, not the fee line. More in our fee comparison.

05How to buy crypto on Binance: three routes

You can buy on Binance by card, by depositing local currency and buying on the spot market, or through P2P. Which ones you see depends on your country and on whether you are on the global site or a local version.

  1. Pick the right version

    Binance Japan in Japan, Binance TH in Thailand, local entities in Kazakhstan and the UAE. Residents of Singapore, the Philippines, Malaysia and mainland China should not use the global site. Enter your real country of residence.

  2. Register and verify your identity

    Have a passport or national ID, a phone number and a selfie ready. Deposits, purchases and withdrawals unlock after KYC.

  3. Choose how to pay

    Card: Visa or Mastercard on the Buy Crypto page. Local currency: Thai QR payment, Japanese bank transfer or PayPay, KZT online banking and so on. P2P: pick a merchant and pay by bank transfer or e-wallet.

  4. Place the order

    Convert / quick buy is easiest for beginners; a limit order on the spot market saves on spread. Double-check the pair and amount first.

  5. Lock down the account

    Turn on authenticator-app 2FA and withdrawal whitelisting; move larger balances to a self-custody wallet.

Buying on Binance with a credit card: what to watch

Cards are the fastest route, with three catches. Some issuers treat crypto purchases as cash-like, adding a cash-advance fee or declining outright; debit cards tend to go through more reliably. If the charge is not in your home currency, expect a foreign-transaction fee too. And mainland Chinese bank cards cannot be used for crypto payments, while Singapore's licensed platforms are barred from taking local credit cards. Buy with card

06Binance P2P and cashing out

Binance P2P is Asia's largest person-to-person crypto market. It runs on escrow: the seller's coins are locked while the order is open, and released once the seller confirms the buyer's payment, with Binance support resolving disputes. In places with weak bank rails — Vietnam, Pakistan, Bangladesh — it is effectively the main channel. But available is not the same as legal: Bangladesh Bank prohibits crypto dealing, and Vietnam has fined trading outside licensed providers since September 2026.

Three ways to withdraw from Binance

  • Through a local entity: Binance TH pays baht to a Thai bank account for THB 20 per withdrawal; Binance Japan pays out to PayPay (¥110) or a bank. Where a licensed local version exists, this is the cleanest route.
  • Selling on P2P: sell USDT to a P2P buyer who pays your bank or e-wallet. Release only after you see the money in your banking app — never on the strength of a screenshot.
  • Via a local licensed exchange: for example, a Korean user can move coins from Binance to Upbit (both whitelisted) and withdraw won there. Travel Rule checks will ask for recipient details.

07Binance Wallet (formerly Web3 Wallet)

The Binance app includes a self-custody wallet, Binance Wallet (previously called Web3 Wallet). It uses a keyless MPC (multi-party computation) design, works across multiple chains and lets you use on-chain apps and new-token campaigns from inside the app, which has made it popular with Asian users. It is separate from your exchange account: exchange balances are held by Binance, while wallet assets are controlled by you through MPC key shares.

Our take: it removes the scary "write down 12 words" step for beginners, but recovery typically depends on a cloud backup and your device, so it feels semi-custodial in practice. 08Website and app UX

Binance's interface is not hard so much as crowded: spot, futures, Earn, Launchpool, Alpha, Square, Pay… A first-timer can easily get lost on the home screen. The app's Lite mode helps by stripping things back to buy, sell and transfer.

Local versions differ: Binance Japan trims coins and features to fit Japanese rules, and Binance TH has a Thai interface plus a daily maintenance window from 23:30 to 02:00. Whatever version you use, set up the trio of 2FA, withdrawal whitelisting and an anti-phishing code on day one.

09Security and reserves

Since the FTX collapse, Binance, OKX, Bybit and others have published Merkle-tree proof-of-reserves reports that let you check your own balance is included. Know the limits: a reserve report shows assets at one point in time, does not fully capture liabilities and is not a solvency audit. On account security, Binance offers authenticator apps, passkeys, withdrawal whitelists and anti-phishing codes.

10Who Binance suits

Good fit: users who want the most coins, the deepest liquidity and the lowest spot fees; residents of Japan, Thailand, Kazakhstan or the UAE, where Binance has licensed local entities; people who need local-currency P2P and understand its risks; and intermediate users willing to learn limit orders.

Poor fit: residents of mainland China, Singapore, the Philippines and Malaysia; beginners who just want a quick small card purchase without a busy interface; anyone who wants clear recourse under local law; and anyone tempted by futures without understanding leverage — read spot vs futures first.

Binance is among the most capable and cheapest exchanges anywhere, and it has the most complicated licensing map of them all. Where a licensed local entity exists, it is close to the best choice; where it is blocked or unlicensed, the convenience comes with real legal and banking risk. Work out where you are first, then which Binance to use.

Where is Binance licensed in Asia?

Mostly through local entities: Binance Japan (JFSA-registered, Kanto 00031), Gulf Binance in Thailand (Thai SEC-licensed), Tokocrypto in Indonesia (OJK-licensed), BN KZ Technologies in Kazakhstan (AFSA licence), Binance FZE in Dubai (VARA licence) and a global ADGM licence in Abu Dhabi. It also controls Gopax in Korea and is registered with FIU-IND in India. Binance.com itself is unlicensed in most Asian countries.

How do I buy crypto on Binance with a credit card?

Where it is supported, open Buy Crypto, choose Visa or Mastercard, enter the amount and confirm the quote. Binance's own card processing costs roughly 2%, while third-party providers usually charge more; the confirmation screen shows the real figure. Some banks treat crypto as a cash advance and add fees or decline the payment.

How do I withdraw money from Binance to my bank?

It is simplest where Binance has a local entity: Binance TH pays out baht to a Thai bank for THB 20 per withdrawal, and Binance Japan supports PayPay and bank withdrawals. Elsewhere, most people sell USDT through P2P and the buyer pays their bank account. Only release coins once the money has actually arrived, and be aware that tainted funds can get bank accounts frozen.

Is Binance P2P safe?

The platform side uses escrow: the seller's coins are locked during the order and released only after the seller confirms payment, with Binance handling disputes, and takers pay no fee. The real risk is the money itself: receiving scam or laundered funds can freeze your bank account, and fake payment screenshots are common. Trade with high-completion merchants and check your bank app before releasing.

Is Binance legal in the Philippines, Singapore or Malaysia?

No. The Philippines has blocked Binance since March 2024 (a sandbox return via local partner BlockShoals is planned from late 2026). Binance left Singapore in 2021–22 and is on the MAS Investor Alert List. Malaysia's Securities Commission ordered it to stop serving Malaysians in July 2021. Residents should use locally licensed platforms.
